National Development Strategy

The National Development Strategy (NDS) for the State of Qatar 2011–2016 launched on 28 February 2011 was prepared to set a path towards achieving the goals of Qatar National Vision (QNV) 2030.

The National Strategy deepens Qatar's commitment to increasing the well-being of all Qatari citizens and lays out a carefully designed program for how to continue providing the best education and healthcare as well as social protection and employment opportunities in a prosperous, stable and secure society that nurtures its members and preserves and protects family cohesion.

The NDS is a product of consultations with all segments of Qatari society, including the private sector and civil society, the Strategy takes into account Qatar’s cultural and religious values, as well as the needs of future generations, covering all aspects of social, economic and environmental activity.

To operationalize the core principles in the Qatar National Vision 2030, Qatar’s first National Development Strategy 2011–2016 provides an integrated, medium-term framework for policy formulation, as well as determine regulatory and institutional framework changes and implementable projects linked to overall national and sectoral outcomes.

The National Health Strategy provides inputs into Qatar’s NDS 2011–2016, which will ultimately be guided by the QNV 2030’s desired goals and outcomes. It also helps define ministerial and agency plans.

The General Secretariat for Development Planning (GSDP) is a governmental agency created through the Emiri Decision No 39 in 2006 and mandated to draw a national development vision for Qatar, what became the Qatar National Vision 2030.

GSDP is responsible for preparing the periodic medium-term national development strategies that will help achieve the goals of the QNV 2030.
